Overview

The Stabilization Support Unit (SSU), in partnership with the United Nations High Commissioner for Refugees (UNHCR), implements integrated, community-based interventions to support the safe, dignified, and sustainable return of displaced populations across Syria. The program focuses on strengthening protection, providing essential services, and supporting economic reintegration through legal assistance, prevention of gender-based violence, child protection, psychosocial support, and community engagement.

Approach

These interventions are delivered through a network of community centers, mobile teams, and local volunteers, ensuring inclusive and accountable access to services for returnees, internally displaced persons, and host communities. This approach contributes to strengthening social cohesion and promoting local stability.

Emergency Response

SSU leads an emergency response in Akurhan Camp following the transfer of families from Al-Hol Camp, providing life-saving assistance including hot meals, ready-to-eat food baskets, water trucking, and waste management services. This ensures continuity of essential services during critical displacement phases.

Integration

The integration between emergency response and long-term recovery programs enhances resilience and supports sustainable solutions in line with international humanitarian standards.

Caravan of Hope

Under the “Caravan of Hope” initiative, SSU coordinated the return of dozens of families from Al-Hol Camp to their communities of origin across several Syrian governorates, providing legal and livelihood support alongside post-return follow-up to ensure sustainable reintegration.


Impact

The program delivered integrated protection and support services to thousands of beneficiaries, including around 4,000 people through emergency response interventions, while improving equitable access to services, strengthening social cohesion, and enabling sustainable return and reintegration pathways.
